Use of Landscape as form of Expression in Tintern Abbey by William Word

Wordsworth is a part and banished, yet otherworldly and visionary artist who makes network by embeddings the romanticized Romantic artist into the ideological base interpellating those on him into comparable subject positions. In any case, by what method can Wordsworth, an isolated individual, uncover his uplifted attention to the remainder of humankind? He answers in his Prelude to Lyrical Ballads when he affirms that writers such as himself can impart their substitute mindfulness [u]ndoubtably with our ethical notions and creature sensations, and with the causes which energize these; with the activities of the components and the appearances of the obvious universe [. . .] (Norton 173). Artists can communicate their substitute discernment through a common encounter of the scene. Scenes are an impression of the belief system at the inside. Simon Schama contends in Landscapes and Memory, Scenes are culture before they are nature; develops of the creative mind anticipated onto wood, and water and rock (61). This present reality exists but since we can never unproblematically draw in with the real world, we make it over, re-present it as scene. Along these lines, scene is ideological, is a social build hung over the real world. As Wordsworth writes in Tintern, the impression of the eye and ear are both what they half-make and what see (107-108). As per Wordsworth, nature has become the stay (110) of his musings, the tie that limits his inventive creative mind. But since scene depends on the genuine, it can likewise be utilized to communicate a substitute belief system. Wordsworth's way to deal with scene is chiliastic, to utilize Karl Mannheim's term. In Ideology and Utopia, Mannheim contends that in spite of the fact that Chiliasm has consistently went with progressive ... ..., a book of verse by Black, lesbian, Trinidadian-Canadian writer Dionne Brand. Peruse related to Wordsworth's fourteenth book of the Prelude, we can see the undeniable equals among scene and subject development. In any case, instead of taking off from a cliff, Brand's idyllic self takes off from a sea shore, from ground level, representing her non-all inclusive yet public formation of scene. She composes: I have become myself. A lady who takes a gander at a lady and says, here, I have discovered you, in this, I am darkening in my direction. You tore the world crude. Maybe another life detonated in my face, lighting up, so effectively the temple of a wing contacting the surf, so effectively I saw my own body, that is, my eyes tailed me to myself, contacted myself as a spot, another life, land. They state this spot doesn't exist, at that point, my tongue is mythic. I was here previously.

Contract Law - Doctrine of Consideration and Promissory Estoppel Essay

Agreement Law - Doctrine of Consideration and Promissory Estoppel - Essay Example as specified by this convention, any gathering depending to their impairment on another partys guarantee may make that guarantee enforceable to such degree as her/his dependence. Be that as it may, any activity under the promissory estoppel regulation is almost certain to be executed under value without a jury. It might likewise fizzle if the offended party can't show the component that there will be an aftereffect of bad form if the oral guarantee by the promisor isn't upheld. An offended party of promissory estoppels teaching has likewise to beat a lot of threatening vibe by the legal executive to such principle. Regardless of whether the offended party is fruitful under this, it may not be conceivable to make a recuperation of the entire advantage in which he/she was bargaining.1 (Luepke, 2002) In the period from year 1809 to 1991, precedent-based law has made an understood arrangement that any guarantee by involved with make an exhibition of any demonstration, which that gathering has earlier legitimate commitment to perform, such is certifiably not a decent thought. In a similar line, any guarantee got as a major aspect of trade is unenforceable. Such is the situation regardless of whether the guarantee would affect by making another agreement inside and out or in any event, changing the current agreements terms. The court of intrigue of England has the ability to make changes to the law as it has been settled. On account of William versus Roffey where the realities were that the promisee made to the promisor an understanding that as the promisee he would broaden his presentation of his endeavor according to the past agreement. It was held by the court that the collecting viable advantage to this cases promisor from the past guarantees reiteration would be sufficient thought to make such a guarantee to raise the earlier installment an enforceable actuality in law. The guarantee made a while later outside the way toward haggling was neither offered nor solicited.2 (Twyford, 2002) At the point when the two tenets communicate a questionable circumstance emerges.

Blog Archive MBA Career Advice How to Deal with a Poker Face in an Interview

Blog Archive MBA Career Advice How to Deal with a Poker Face in an Interview In this weekly series, “MBA Career Advice,” our friends at MBA Career Coaches will be dispensing invaluable advice to help you actively manage your career. Topics include building your network, learning from mistakes and setbacks, perfecting your written communication, and mastering even the toughest interviews. This week, we address how to deal with a poker face in an interview. For more information or to sign up for a free career consultation, visit  www.mbacareercoaches.com. You know that feeling â€" an interviewer staring at you like an unblinking goldfish while you spill your guts about a crushing professional setback and enthuse about your greatest leadership experiences. Sometimes it can be hard to read people and that can be especially true in interviews. Even if your interviewer hasn’t made a conscious choice to suppress emotion, the face of a stranger can send confusing signals, which you may feel compelled to analyze in real time. If you think back to your own interview experiences, you might say that the hardest part is figuring out how well you are doing. The best tip we have for how to interpret an interviewer’s poker face is really simple: don’t do it. This is not to say you shouldn’t be sensitive to your interviewers tone and questions; it just means that if you spend energy trying to figure out specifically what they mean, you will be distracting yourself from your only real job in that interview: communicating who you are and making a connection. But there is an even more damaging consequence to the facial expression guessing game, and that is that it undermines your confidence. You know what we mean because we all have memories of talking about ourselves and then wondering where we stand with the listener. An interview is inherently evaluative, and people generally feel uncomfortable when they know they are being evaluated. You can probably remember a time when instead of focusing on the story you were telling, you were having a monologue in your head that went something like this: “Uh oh, she didn’t smile when I made that joke. Did I offend her? Hmmm, maybe she just didn’t get it. This is not going well. And come to think of it, I forgot to mention the challenge of upward management in that leadership story a moment ago. Shoot, I am bombing this interview. Oh no, what is she writing? She’s still not smiling, she must hate me… I bet the last person nailed this question!” This could go on and on but you get the idea. It’s important to recognize that having this conversation with yourself is more than a distraction, it is self-sabotage. If you are focused on what is going on in your head, you are not really present in the interview. This means your answers will feel dry and hollow, the interviewer will have a very hard time connecting with you as a person, and you will completely fail to project confidence and likeability. If you find yourself distracted by the interviewer’s mood, there are two easy ways to reconnect with what you are saying:. The first is to concentrate on the emotion behind your story. Emotions have the valuable effect of bringing all your energy into the present moment. So if you are talking about the time you helped the team resolve a challenging conflict of interest, then as you are speaking, remember how you felt in that experience. Were you afraid at first? Did you lose hope at any moment? How did you rally the courage to press through the conflict? Let these feelings be part of the telling of the story. Whether you mention them as part of the conversation or not, remembering them as you tell the story will bring your focus back to what you are saying. The second way to do it is to hone in on vivid details. As you talk about delivering that client presentation that saved the day, see if you can include one or two details that make the scene very real to you and the interviewer. For example: “We were all sitting in silence around the table for what felt like eternity. You could have heard a pin drop in that room. All the hairs on the back of my neck were standing up when I got up to present the new project plan.” This is not a literary device. It is a way to make the story very real for yourself as you tell it so that you can keep speaking with enthusiasm and energy no matter what is happening on the face of your interviewer. It has the added benefit of enabling the interviewer to really picture the scene, and therefore relate more readily to you. This in turn makes it easy to foster a genuine connection with anyone you are speaking to. Share ThisTweet MBA Career Advice

Nursing staff perceives they are required to work with limited resources. For the past two years, wages and benefits have not increased for the nursing staff. Presently, there is a national nursing shortage. As a result, the nurses feel overworked and underpaid. Also, their work efforts go unappreciated and unrecognized. A small group of nurses take matters into their own hands because they feel senior management is ignoring their grievances. The small group assembles daily during lunch to discuss issues and devise a scheme. They decide to resort to†¦show more content†¦For instance, management has not communicated effectively the need for the change in hospital’s senior management; therefore, the nursing staff experienced uncertainty and anxiety. Nurses are not conveying messages effectively to management, either. The nurses feel overworked, underpaid, unappreciated, and snubbed, even though they have expressed these concerns to management. Because senior management has not taken action to resolve present issues, a small group of nurses feel their concerns are not taken seriously. Such practices are a threat to building trustful working interpersonal relationships. When developing interpersonal relations in the workplace it is important to cultivate relationships based on trust, commitment or loyalty. A secondary problem is the nurses’ poor perception of hospital leadership. The nurses view management as incompetent as well as uncongenial. Also, the nurses are undermining hospital’s leadership by trying to manipulate management’s behavior through forming small groups of disgruntled employees. These tactics do not positively affect management, but adversely affect management. As a result, the hospital now has a union presence. Another secondary problem is that the nursing staff does not feel valued, which could affect their ability to clearly interpret conveyed messages from management. Governance The concept of governance is not new. It is old as human civilization. Simply put governance means the process of decision are implemented (or not implemented)1. Governance can be used in several contexts such as corporate governance, international governance, national governance and local governance. In recent years there have been numerous attempts to define the term, but these efforts have not resulted in any universal consensus as to the precise meaning of governance. In general sense governance means exercising political power to manage a nation affair. Today governance is seen as a reflection of the role of the state in giving direction to the development, a country and political regime. According to land-ell-Mills and Serageldin, governance may by taken to denote how people are ruled how the affairs of a state are administered and regulated; it refers to a nations system of politics and how this functions in relation to public administration and law.2 According to World B ank booklet reports, governance as the manner in which power is exercised in the management of a countries economic and social resources for development.3 Governance can be viewed both in positive and negative terms.4 Good governance and poor or bad governance. For better understanding of good governance, we should known what is poor governance. Because it has been claimed that bad governance is regarded as one of the root causes of all evil within societies.5 A World Bank booklet cogently summarized the major symptoms of poor governance. 6 These are: 3 Failure to make a clear separation between what is public and what is private hence a tendency to direct public resources for private gain; Failure to establish a predictable frame work of law and government behavior conducive to development or arbitrariness in the application of rules and laws; 3.Executive rules, regulations, licensing requirements and so froth, which impede, functioning of markets and encourage rent seeking; 4. Priorities, inconsistent with development, resulting in a misallocation of resources; 5.Excessively narrowly based or non-transparent decision making. The other symptoms of poor governance are excessive costs, poor service to the public and failure to achieve the aims of policy (The British Council, 1991).7 Good Governance Since 1978, due to un-international standardized management, i.e. especially of some countries in Latin America and Africa, the super state, World Bank has then proposed a political term called good governance. In general sense good governance means an ideal governing system that is inevitable for political, economic, social and cultural development of a country. Ideal governing system means the ideal orientation of a state that works best to achieve self-reliance, sustainable development and social justice and the ideal functioning of government that operate most efficiently. According to V.K. Chopra, we define good governance as a system of governance that is able to unambiguously identify the basic values of the society where values are economic, political and socio-cultural issues Actually there is no complete and universal recognized satisfactory definition of good governance. In this respect we should discussed the4 including human rights, and pursue these values through an accountable and honest administration.8 When we talk about good governance we infact refer to the working relation among the three organs of the state and actions of the executive branch of the state. In operational terms these refer to enjoyment of fundamental human rights, independence of judiciary, abiding by the rule of law, policy based administrative dispension, transparency, accountability, predictability, effectiveness and efficiency of the government.9 Realizing the difficulties of define good governance the overwhelming tendency has been to delineate aspects of good governance.10 The Development Assistance Committee (DAC) of the Organization of Economic Co-operation and Development (OECD) has highlighted several aspects of good governance. 11 Some of these include: ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  the promotion of democracy and open pluralistic societies; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  the Strengthening of trans parent, accountable, efficient and effective national and local government; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  the promotion of respect for human right; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  the reinforcement of rule of law, including fair and accessible legal and judicial systems; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  the promotion of independent media and the dissemination of information; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  anti-corruption initiatives; and ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  efforts to reduce excessive military expenditure. 5 elements of good governance for better and comprehensive idea of good governance. Elements of good governance A number of multilateral organizations (e.g. UNDP, World Bank, OECD) and bilateral organizations have reflected on the elements of good governance and on their relation to development. Multilateral organizations generally equate good governance with sound economic management based on (i) accountability; (ii) Participation; (iii) Predictability and (iv) Transparency.12 However, there are some bilateral donors who are not satisfied with this narrow economic definition of good governance. They would like at least five more elements to be included as an essential part of good governance, namely (i) democratization; (ii) human rights; (iii) the rule of law; (iv) cuts in military expenditure and (v) probity. 13 According to D. Bandyopadhyay, some of the main elements of good governance are: 14 ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  accountability both financial and political; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  transparency both financial and political; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  easy access to information; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  popular participation in decision making and implementation; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  responsiveness; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  efficient delivery system of services and goods; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  enforcement of rule of law supplanting the rule of whims and caprices of rulers whether stipendiary or elected; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  client/ citizen satisfaction; and ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  an overall caring and humane ambience promoting an equalitarian and equitous social and economic order. 6 The United Nations Development Program (UNDP- Governance and Sustainable Human Development, 1977)15 has identified five basic principles of good governance, which are as follows: ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚ ¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Legitimacy and voice all men and women should have a voice in decision-making either directly or through legitimate intermediate institutions that represent their intention. ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Direction leaders and the public have a broad and long-term perspective on good governance and human development, a long with a sense of what is needed for such development. ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Performance Institutions and processes try to serve all stakeholders and institution produce results that meet needs while making the best use of resources. ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Accountability decision-makers in government, the private sector and civil society organizations are accountable to the public. ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Fairness All men and women have opportunities to improve of maintain their well being and legal frame work should be fair and enfor ced impartially, particularly the laws on human rights. Good Governance in Bangladesh At present, Good governance in Bangladesh is far from the actual consonance of the term. There are several factors and issues that are constraining the very process of good governance. The major factors are corruption, inefficiency of bureaucracy, politicization of administration, non-observance of the rule of law etc. The main issues and problems for ensuring good governance in Bangladesh are bellows: 7 Corruption Corruption is a big obstacle in the way of good governance in Bangladesh. Corruption has become so rampant that Bangladesh currently belongs to the worlds leading corrupt nations. It promotes the interest of a few ovel many rampant corruption slow down the investment and growth. It prevented a fair distribution of national wealth and broadened the gap between rich and poor. Which is most dangerous is that it is mainly responsible for the breakdown of law and order in the country. Inefficiency of Bureaucracy Bureaucracy is inevitable in any society or state, an inseparable part of an organized society.16 But the bureaucracy of Bangladesh is not efficient in management and administration. The capacity of policy implementation of our bureaucracy is very poor. Bureaucrats are not accountable and transparent to the people. Lack of bureaucratic accountability can be attributed inter-alia to bureaucratic corruption. But there is no effective mechanism to make them accountable and transparent. Political interference in administration In our country administration is always to work and the influence of party in power. So, here nepotism is widespread and administration is always unfair. The administration can not take any free and fair decision. Sometimes, political influence breech factionalism in the administration which in turn result in demoralization, utter negligence of work and often serious tension among the bureaucrats. Ministers, especially those with greater political strength and influence and initiative, tended to stress their overall supervisory role to dominate and direct those in administration who versed 8 under them, from secretaries downwards. In such situations the ministers virtually inclined to act as executive heads of their ministries, though they did not have to take the responsibilities either of the executive head or the principal accounting officer responsibilities which still technically and substantially remained with the secretaries.17 Nepotism Nepotism is another curse of our politics and administration. The rules in our country pursue nepotism. They give privilege and under advantage to their family members, kiths and kins on public resources. So the mass people remain after regime. Improper and non-observance of the rule of law In true and real sense the application of rule of law in Bangladesh follows a course of selective and discretionary application.18 It is said that laws are there but there are applied only in favor of privilege people or class. As a result justices suffer and denied to the common people. And this environment affect out right the basic rights of the poor and the social place elides although that is an important aspect of good governance. Improper use of resources The fund flow in Bangladesh is not smooth the local government, especially the union parishad. Beside, this fund is not utilized properly and very often diverted to other purposes. So, the ordinary people can not get efforts, if any, of ensuring good governance. 9 Role of Parliament Bangladesh opted to a parliamentary democracy following independence in 1971 in which establishment of a sovereign legislature was sought. The main thrust was to ensure the sovereignty of the people exercised through a democratically elected representative body called the legislature.19 In todays parliamentary system, most of the works related branch of the government headed by a Primminister, who is accountable to the parliament. The parliament is supposed to exercise control over the government through legislative business, for which the government has to rely on parliamentary approval. Besides, ministers including the Prime Minister are answerable to the parliament for their actions. There fore, the parliament has significant role to improve the quality of governance.20 Strengthen parliament in Bangladesh by the following ways: Strong parliamentary leadership Parliament has a lead role to play in raising issues and putting them on the national agenda. Strong supporting institutions remain essential to ensuring the effective implementation actor such as civil society and the private sector create a committee for accountability to build consensus on strengthening parliament across party lines. The speaker should impartial in conducting the business of parliament, ensuring fair and balanced access to the media. This is essential for effective parliamentary debate. Institutional capacity building For building institutional capacity the following steps should be followed: ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Separate the parliamentary secretariat form the public service and ensure its political neutrality; 10 ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Recruit and train parliamentary staff in relevant fields; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Establish a research support unit within the parliament, which is geared to the needs and responsive to MPs; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Provide intra-regional training for MPs (Particularly on financial matter) to strengthen their understanding of and participation in national policy-making. (iii) Procedure According to international Anti-corruption conference (IACC), 10-15 October 1999, Durban, South Africa the following efforts should be taken for effective parliamentary procedure: ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Align rules and procedures to current and future capacity needs by challenging irrelevant and dated provisions; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Ensure fair and effective use of power: (e.g. orders of the day, motions of adjournment, resolutions and vote thanks); ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Provide orientation to new MPs regarding parliamentary practices and proceeding; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Establish a televised question hour, where Prime Minister and other Ministers are subject to direct daily questi oning; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Discuses and debate corruption issues more frequently in the in the parliament; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Identify means of increasing attendance in the parliament (e.g-by imposing penalties); ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Reform procedures to ensure fair treatment of all MPs in time allocation. 11 (iv) Strengthening parliamentary oversight Parliamentary oversight is a watchdog function of the legislature. Parliamentary committee system is the most effective instrument of parliamentary oversight. There are 46 parliamentary committees of which 38 is for oversight function-35 standing committees plus the Public Accounts Committee (PAC), the Public Undertaking Committee (PUC) and Estimate Committee (EC). 21 Parliamentary oversight in Bangladesh is constructed by the difficulties in ascertaining and locating responsibility in the Ministry as to who is accountable for a particular act of omission and commission.22 According to Public Administration Reform Commission (PARC) report the following recommendations are necessary for effective parliamentary oversight.23 Each Member of parliament should be given an office, a computer, a personal staff with computer literacy and a small fund to collect information and prepare briefs for facilitating due discharge of his/her responsibilities. The personal staff will hold office during the incumbency of the concerned MP. MPs should under go familiarization and training about the working of the government and rules relating to working of the parliament; Each parliamentary committee should have adequate equipment and fund for secretarial support and studies relating to its responsibilities. The standing committees on Ministries should normally submit their written reports to the parliament regularly for debate and decision; Each parliamentary committee should have at least one woman MP as member; 12 ÃÆ' ¢Ãƒâ€šÃ‚ -à ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Some important parliamentary committee e.g. Public Accounts Committee (PAC) and Public Undertaking Committee (PUC) may be headed by opposition Members of parliament. On the other hand according to the recommendation of 9th international Anti-corruption conference (IACC) 10-15, October, 1999, Durban, South Africa, the parliamentary committee should be: ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Gradually make committee meeting more open and transparent (e.g. open deliberations, issuing press releases on committee meetings, individual interviews with MPs immediately following committee sessions); ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Insist that all legislation be sent to committees prior to debate in the parliament; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Provide for all standing committee to perform an audit function vis-a-vis individual government departments; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢ ‚ ¬Ãƒâ€šÃ‚  Elect strong chairs who can build consensus across party lines (oversight committee should be chaired by opposition members); ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Establish active petition committee that make the public aware of their function to receive grievances. We can also follow the above suggestion. (v) The role of Individual MPs Strengthening individual MPs accountability by requiring that candidates provide important information prior to nomination, including the declaration of assists and any previous criminal record. Once individuals are elected to parliament, the process should allow for dismissal if it is proven that MPs had falsified their declaration. Provide training program for MPs so they better understand and can exercise their responsibilities and provide adequate infrastructure support to MPs including staff and offices. 13 (vi) The Budget process Involve parliamentarians in a more comprehensive way in the bu dget planning process (e.g. committees, debate, monitoring/oversight) can be followed the following steps: ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Set out budget polices and priorities at least 2 months in advance of the budget speech to allow full debate before the new fiscal year; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Establish and/or strong then the financial budget committee so that it may play a major role in the budget process; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Insist that audit be done in a timely manner (e.g within 6 months of the end of fiscal year) and that public accounts and similar oversight committee play a more proactive role (e.g. review accounts from no further back than 1 year prior to the current fiscal year); ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Reduce discretionary powers of the executive as regards modifications to the budget and insist that parliament approve any modifications, including supp lementary budgets, prior to expenditures taking place; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Provide the public and media with more access to information, including on the budget; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Simplify budget documents in language and form for greater access and understating; ÃÆ' ¢Ãƒâ€¦Ã‚ ¾Ãƒâ€šÃ‚ ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚  Hold public hearing of the finance/budget committee to receive evidence from chamber of commerce and other groups affected by the budget. Conclusion Discussion and debate continues throughout the world as to the meaning an dimensions of governance. Yet consensus still eludes as to the accepted and authoritative meaning of the term. The Battle Against Grendel s Mother - 890 Words

Beowulf sets his sights towards Grendel s mother shortly after the second attack on Heorot. Grendel s mother is similarly linked to Cain just as her son was. According to the selection, it is said that after Cain was cast away by God, his mark of murder followed him. Pearl Harbor Persuasive Essay Example For Students

Pearl Harbor Persuasive Essay Pearl Harbor was the beginning of a war between two countries that would last nearly 4 years and cost hundreds of thousands of lives. The attack was swift and successful for the Japanese and it caught the Americans totally off guard. The Day that will live in infamy drew the United States into a World War in which would change American history forever. The political climate in the pacific area in 1940 was filled with turmoil. The Japanese had extended their empire south through French Indochina and the Japanese Army was invading China, conquering a third of the country. The United States of America was shocked to see this after witnessing Hitler and his Nazis conquer most of Europe. So, the Americans had placed embargoes on their extensive trade with Japan and both countries were negotiating to try to solve their differences. The U.S. tried to negotiate with the Japanese to try to avoid war, trying to convince them that if war broke out between Japan and the United States, Japan, in the long run, would be devastated. So, Secretary of State Cordell Hull and Japanese ambassador Namura and Kiruzo talked on how to solve this crisis. These negotiations proceeded into the summer of 1941.By this time, the Japanese had realized that if they wanted to expand their empire, they would have to fight America and, possibly, her allies. So, they decided to fight. But, in order for Japan to fight America on even terms, they would have to move south, into the East Indies (where there was a lot of raw materials for the Japanese War Machine), which, at that time, were controlled by the western powers: Britain, the Netherlands, Australia, and the United States. But, there was another thorn in Japans side, the United States Pacific Fleet was moved from San Diego to Pearl Harbor in Hawaii. This was a knife at Japans throat. If they decided to move south, then the Americans would attack. So, the Japanese had to come up with a plan to get rid of this threat. They called upon their new Commander in Chief of the Combined Fleet, Admiral Isoroku Yamamoto. He saw that the British, in 1940, torpedoed the Italian fleet at Toranto using old Fairy Swordfish torpedo bombers. So, Yamamoto thought if the British could use old biplanes to sink three battleships at Toranto, then he could use his modern Nakajima B5N torpedo bombers and Aichi D3A dive bombers to destroy more. So, he came up with a daring plan. He would use his six fleet aircraft carriers to strike Pearl Harbor from the sea and he ordered his invasion fleet to wait until X-Day, the Day of attack. The six aircraft carriers, commanded by Vice Admiral Chuichi Nagumo, would leave the Kurile Islands on November 26th, head towards Hawaii, bomb the airfields, torpedo the American ships, and destroy Pearl Harbor. While they were planning for war, Prime Minister Hideki Tojo instructed his ambassadors in Washington, D.C. to keep up negotiations for as long as they could, to try to deceive the Americans. But what Tojo didnt know was that American cryptographers had cracked the Japanese Imperial Code and were reading every message that was coming from Tokyo to all of the ambassadors in Washington and Berlin. So, the Americans knew the negotiations were not sincere and that they were planning so kind of moved on the Pacific. But, they didnt know where. It couldve been the Philippines, Guam, Wake, or the East Indies (Little did they know that it was to be all of them). So, finally, the Americans started building up its armed forces, just in case. .u8181fd1827a5eb98ae964c4407fa7a40 , .u8181fd1827a5eb98ae964c4407fa7a40 .postImageUrl , .u8181fd1827a5eb98ae964c4407fa7a40 .centered-text-area { min-height: 80px; position: relative; } .u8181fd1827a5eb98ae964c4407fa7a40 , .u8181fd1827a5eb98ae964c4407fa7a40:hover , .u8181fd1827a5eb98ae964c4407fa7a40:visited , .u8181fd1827a5eb98ae964c4407fa7a40:active { border:0!important; } .u8181fd1827a5eb98ae964c4407fa7a40 .clearfix:after { content: ""; display: table; clear: both; } .u8181fd1827a5eb98ae964c4407fa7a40 { display: block; transition: background-color 250ms; webkit-transition: background-color 250ms; width: 100%; opacity: 1; transition: opacity 250ms; webkit-transition: opacity 250ms; background-color: #95A5A6; } .u8181fd1827a5eb98ae964c4407fa7a40:active , .u8181fd1827a5eb98ae964c4407fa7a40:hover { opacity: 1; transition: opacity 250ms; webkit-transition: opacity 250ms; background-color: #2C3E50; } .u8181fd1827a5eb98ae964c4407fa7a40 .centered-text-area { width: 100%; position: relative ; } .u8181fd1827a5eb98ae964c4407fa7a40 .ctaText { border-bottom: 0 solid #fff; color: #2980B9; font-size: 16px; font-weight: bold; margin: 0; padding: 0; text-decoration: underline; } .u8181fd1827a5eb98ae964c4407fa7a40 .postTitle { color: #FFFFFF; font-size: 16px; font-weight: 600; margin: 0; padding: 0; width: 100%; } .u8181fd1827a5eb98ae964c4407fa7a40 .ctaButton { background-color: #7F8C8D!important; color: #2980B9; border: none; border-radius: 3px; box-shadow: none; font-size: 14px; font-weight: bold; line-height: 26px; moz-border-radius: 3px; text-align: center; text-decoration: none; text-shadow: none; width: 80px; min-height: 80px; background: url(https://artscolumbia.org/wp-content/plugins/intelly-related-posts/assets/images/simple-arrow.png)no-repeat; position: absolute; right: 0; top: 0; } .u8181fd1827a5eb98ae964c4407fa7a40:hover .ctaButton { background-color: #34495E!important; } .u8181fd1827a5eb98ae964c4407fa7a40 .centered-text { display: table; height: 80px; padding-left : 18px; top: 0; } .u8181fd1827a5eb98ae964c4407fa7a40 .u8181fd1827a5eb98ae964c4407fa7a40-content { display: table-cell; margin: 0; padding: 0; padding-right: 108px; position: relative; vertical-align: middle; width: 100%; } .u8181fd1827a5eb98ae964c4407fa7a40:after { content: ""; display: block; clear: both; } READ: Similarities Between Poes Life And His Works EssayOn November 26, 1941, the First Air Fleet left Japan en route to Hawaii. This cruise had to be of the utmost secrecy. If the American found out about this force, they might destroy it and Japan would lose the war automatically. On December 6, the officials in Hawaii, Admiral Husband Kimmel and General Walter Short, received a war warning from Washington and they went on alert. But the next day, December 7, the alert didnt take effect, because it was Sunday and everybody had the day off. Meanwhile, in Washington, American intelligence intercepted a 14-part message to the Japanese ambassadors stating for them to break diploma tic relations with the U.S. With this, the Army Chief of Staff General George Marshall sent another war warning to all of his oversea bases in the Pacific. But, this message was not received until too late. At 8:00am, Hawaiian time, just as the island of Oahu started to wake up, 230 Japanese Zero fighter, Kate torpedo bombers, and Val Dive Bombers, appeared out of the north, and attacked everything; warships, airfields, and even people on the ground. In 110 minutes, the United States Navy suffered its worst disaster in history and the cost was staggering2,403 American sailors and soldiers were killed 1,178 people were wounded Nearly 200 airplanes were destroyed 7 battleships sunk 3 light cruisers,3 destroyers, and 5 other vessels were either sunk of damaged severely The Japanese attackers last less than 100 men: 5 of their midget subs and 1 larger one was sunk outside the Harbor entrance and 29 of their planes were destroyed by American P-40 Warhawk fighters or to anti-aircaft fire. The Japanese attack was the most successful operation in military history, but they made some mistakes. Even with all the Japanese success, the damage could have been much more extensive. While they concentrated their attacks on U.S. ships and airfields, they completely missed the dry-docks and the American carriers that had arrived later that day. And Nagumo was too afraid to risk his task force anymore than he had to. Over half the U.S. Pacific fleet was out to sea, including the carriers. Simultaneously, nearby Hickam Field was also the victim of the surprise attack by the Japanese. 18 Army Aircorps aircraft including bombers and fighters and attack bombers were destroyed or damaged on the ground. A few U.S. fighters struggled into the air against the invaders and gave a good account of themselves. As great a disaster Pearl Harbor was since a declaration of war was not given it outraged the US. The attack caused rage within the American people and they rallied quickly to bear arm s against the Japanese. Also, most ships damaged at Pearl Harbor were rebuilt within a year. So, this attack can be summed up by what Admiral Yamamoto said after the attack, I fear all we have done is to awaken the sleeping giant, and fill him with terrible resolve.
